The federal government will soon issue a new set of rules to control planet-warming greenhouse gases from the electricity sector. Canada’s electricity system is already less polluting than it used to be because of regulations to phase out the use of coal and our dependence on hydro power. Now it’s time to finish the job.

The proposed Clean Electricity Regulation (CER), coming this spring, needs to take Canada over the finish line by embracing non-emitting energy sources like wind, solar, and hydro power and ditching fossil fuels no later than 2035.

If done right, these regulations will give Canadians a healthier, more affordable and reliable electricity system for years to come. That’s where you come in.

We need you to amplify our call for a strong regulation—that means no extensions or loopholes for fossil fuel companies, no more burning stuff to make electricity, and financial support for people to ensure a smooth, fair and stable transition for all.

Provinces like New Brunswick, utilities like NB Power, and fracked gas companies say that cleaning up our electricity system will be too expensive for New Brunswickers. They’re trying to weaken the regulation to keep fracked gas in the system. Premier Higgs is pressuring Indigenous groups to accept fracked gas development on their territory, claiming it’s a solution to phasing coal out at the Belledune Generating Station and heavy oil out from Coleson Cove. We can’t let this happen.

Climate change, not the CER, is what we should really be worried about. Climate change is already costing us, and the more we pollute and let temperatures rise, the more expensive it will get: disrupting how we grow our food, damaging our homes, businesses, and roads, bringing new pests (think Lyme disease), forcing us inside (think punishing 30+ degree days and heatwaves) and destroying cherished spaces (think sand dunes swept away by Fiona, flooded camps along Grand Lake or the Kennebecasis River, or beloved trees uprooted by Arthur).

Acting on climate change is how we make life affordable. We can have a strong and effective CER that’s affordable for New Brunswickers and Canadians. We do that by ensuring the regulation is accompanied by accelerated spending on energy efficiency retrofits of homes and businesses, and to investments in cost-effective renewable energy. I strongly support your government’s plan to implement a Clean Electricity Regulation (CER) in Canada. The regulation must ensure Canada reaches a 100 per cent zero-emitting electricity system no later than 2035. Achieving this goal requires a regulation with no extensions or loopholes. The world’s top climate scientists’ recent report (2023 IPCC Synthesis) makes it clear that we need deep emissions cuts of planet-warming gases this decade to limit warming to 1.5 degrees Celsius, or we risk climate catastrophe and immense human suffering. The Clean Electricity Regulation must spur the transition to 100 per cent zero-emitting electricity by 2035 by expanding our reliance on efficiency, wind, solar, storage and interties. As a New Brunswick citizen concerned about climate change, I want a clean electricity regulation framework that does not lead to the development of shale gas in our province or encourages the use of biomass generated today primarily from clearcuts. Neither solution is consistent with staying within the global carbon budget and doing our fair share for climate action. We need a strong federal signal to encourage New Brunswick to shift to reliable, affordable renewable energy in the near-term that generates no emissions to generate electricity or that requires extensions awaiting experimental small modular nuclear reactors. I am counting on you to stand firm against premiers, utilities, and fossil fuel suppliers who are lobbying to undermine the clean electricity regulation. We can avoid loopholes if we: • Ensure electricity transition is affordable: Develop a national energy affordability and energy poverty strategy to ensure low- and moderate-income households have funding to retrofit homes, lower energy consumption and get into electric vehicles. • Prioritize proven, affordable technologies like wind, solar, energy storage, and improved transmission: Avoid extensions, exemptions, and loopholes for fossil fuel electricity, prohibit new fossil fuel electricity generation, fully expose the electricity sector to carbon pricing, and redirect public funds from fossil fuel generation with carbon capture and storage to renewable electricity. • Respect Indigenous rights and title: Ensure the free, prior, and informed consent of Indigenous communities, upholding their rights and providing ownership and participation pathways. • Collaborate: Adopt a whole-system approach, evolving electricity system governance to support renewables and interprovincial collaboration. • Prepare the workforce: Develop and fund training and retraining programs for renewable electricity generation, energy efficiency, and electrification. Electricity transformation is a national project I support. Let’s ensure it is effective and in line with what’s required to keep us climate safe.
