{"id":5280,"date":"2015-04-02T13:56:22","date_gmt":"2015-04-07T18:03:46","guid":{"rendered":"http:\/\/www.conservationcouncil.ca\/?p=5280"},"modified":"2015-04-07T15:03:46","modified_gmt":"2015-04-07T18:03:46","slug":"lancer-des-flechettes-sur-la-carte-ne-suffira-pas-ccnb-affirme-que-transcanada-a-la-responsabilite-morale-dannuler-sa-demande-de-projet-doleoduc","status":"publish","type":"post","link":"https:\/\/www.conservationcouncil.ca\/fr\/lancer-des-flechettes-sur-la-carte-ne-suffira-pas-ccnb-affirme-que-transcanada-a-la-responsabilite-morale-dannuler-sa-demande-de-projet-doleoduc\/","title":{"rendered":"Lancer des fl\u00e9chettes sur la carte ne suffira pas: CCNB affirme que TransCanada a la responsabilit\u00e9 morale d&rsquo;annuler sa demande de projet d&rsquo;ol\u00e9oduc"},"content":{"rendered":"<p>FREDERICTON \u2013 TransCanada Corp a la responsabilit\u00e9 morale d&rsquo;arr\u00eater le processus d&rsquo;examen national du projet \u00c9nergie Est, puisque des changements significatifs ont \u00e9t\u00e9 effectu\u00e9s par rapport \u00e0 la proposition originale d&rsquo;ol\u00e9oduc, explique le Conseil de conservation du Nouveau-Brunswick.<\/p>\n<p>Le jeudi 2 avril, TransCanada a annonc\u00e9 qu&rsquo;elle avait annul\u00e9 ses projets de construction du terminal d&rsquo;exportation \u00e0 Cacouna, Qu\u00e9bec, et ce \u00e0 cause des effets n\u00e9gatifs que cela aurait sur les pouponni\u00e8res des b\u00e9lugas, esp\u00e8ce menac\u00e9e.<\/p>\n<p>La compagnie affirme qu&rsquo;elle est toujours \u00e0 la recherche d&rsquo;autres sites potentiels de terminal au Qu\u00e9bec et mentionne qu&rsquo;elle fera part \u00e0 l&rsquo;Office national de l&rsquo;\u00e9nergie de toute modification \u00e9ventuelle du dossier, et ce entre octobre et d\u00e9cembre de cette ann\u00e9e.<\/p>\n<p>Le processus de demande de participation publique \u00e0 la r\u00e9vision du projet \u00c9nergie Est s&rsquo;est termin\u00e9 le 17 mars. Une fois qu&rsquo;il aura re\u00e7u tous les documents de la compagnie, l&rsquo;Office national de l&rsquo;\u00e9nergie aura 15 mois pour prendre une d\u00e9cision sur le projet.<\/p>\n<p>Le Conseil de conservation affirme que TransCanada a la responsabilit\u00e9 morale envers les Canadiens d&rsquo;agir de fa\u00e7on responsable en annulant sa demande de projet, puisque:<\/p>\n<ul>\n<li>Trop de d\u00e9tails sont toujours inconnus pour que l&rsquo;Office national de l&rsquo;\u00e9nergie puisse prendre une d\u00e9cision responsable dans sa r\u00e9vision \u2013 lancer des fl\u00e9chettes sur la carte des terminaux d&rsquo;exportation canadiens ne suffira pas;<\/li>\n<li>La compagnie a fait preuve d&rsquo;une planification d&rsquo;entreprise insuffisante pour un projet d&rsquo;une telle envergure. En effet, l&rsquo;application n&rsquo;a pas \u00e9t\u00e9 soumise dans les deux langues officielles, et des modifications significatives ont \u00e9t\u00e9 apport\u00e9es au projet alors que le processus de r\u00e9vision avait d\u00e9j\u00e0 d\u00e9but\u00e9;<\/li>\n<li>Il n&rsquo;est pas justifi\u00e9 de poursuivre le projet, et ce \u00e9tant donn\u00e9 le peu d&rsquo;informations que l&rsquo;on a \u00e0 propos de son impact sur la baie de Fundy, y compris les effets pour les p\u00eacheurs et les op\u00e9rateurs touristiques \u2013 dont le gagne-pain d\u00e9pend des conditions intactes de la baie \u2013, ainsi que les effets sur les nombreux animaux qui fr\u00e9quentent la baie, y compris la baleine noire de l&rsquo;Atlantique Nord, l&rsquo;une des 10 esp\u00e8ces les plus menac\u00e9es de baleines de la plan\u00e8te.<\/li>\n<\/ul>\n<p>\u201cIl y a trop d&rsquo;inconnues dans ce projet, et plus particuli\u00e8rement lorsqu&rsquo;il s&rsquo;agit de la baie de Fundy,\u201d, explique Matt Abbott, sentinelle de la baie de Fundy au Conseil de conservation du Nouveau-Brunswick.<\/p>\n<p>\u201cIl y a un grand nombre de personnes impliqu\u00e9es dans des p\u00eacheries, ONG, tourisme et\u00a0 gouvernement qui travaillent \u00e0 la protection et \u00e0 l&rsquo;am\u00e9lioration des eaux c\u00f4ti\u00e8res, soit la base de notre \u00e9conomie et de notre culture ici au Nouveau-Brunswick.
