class=\"elementor-toggle-title\" tabindex=\"0\">Est-ce que les PRM sont une technologie \u00e9prouv\u00e9e?<\/a>\n\t\t\t\t\t<\/div>\n\n\t\t\t\t\t<div id=\"elementor-tab-content-1031\" class=\"elementor-tab-content elementor-clearfix\" data-tab=\"1\" role=\"region\" aria-labelledby=\"elementor-tab-title-1031\"><p>Les petits r\u00e9acteurs nucl\u00e9aires modulaires (PRM) sont encore une technologie exp\u00e9rimentale qui s\u2019accompagne d\u2019un risque financier et environnemental substantiel. Actuellement, il n\u2019y a qu\u2019un seul PRM op\u00e9rationnel dans le monde entier. D\u00e9crit comme un \u00ab\u00a0prototype fonctionnel\u00a0\u00bb, ce r\u00e9acteur se trouve sur une barge en <a href=\"https:\/\/www.forbes.com\/sites\/kenrapoza\/2019\/12\/19\/russia-first-floating-nuclear-power-plant-turns-on-set-to-replace-coal\/#3e1e534e1e3d\">Russie<\/a>. Il a fallu plus d\u2019une d\u00e9cennie de plus que ce qui \u00e9tait initialement pr\u00e9vu pour mettre ce prototype en service, et on a observ\u00e9 des retards similaires dans le cadre de projets exp\u00e9rimentaux d\u00e9velopp\u00e9s en <a href=\"https:\/\/energycentral.com\/c\/ec\/argentina-plans-revive-carem-25-smr\">Argentine<\/a> et au <a href=\"https:\/\/www.greentechmedia.com\/articles\/read\/rolls-royce-awaits-government-cash-to-start-smr-project#:~:text=Full%20development%20of%20the%20SMR,1.5%20billion%2C%20Orr%20told%20GTM\">R.-U.<\/a>.<\/p>\n<p><a href=\"https:\/\/www.greentechmedia.com\/articles\/read\/nuscale-faces-questions-over-nuclear-reactor-safety-path-to-financing-first-project?utm_source=feedburner&amp;utm_medium=feed&amp;utm_campaign=Feed:+greentechmedia\/news+(Greentech+Media:+News)\">NuScale Power<\/a>, une entreprise am\u00e9ricaine situ\u00e9e \u00e0 Portland, dans l\u2019Or\u00e9gon, qui souhaite construire un ensemble de 12 r\u00e9acteurs sans carbone \u00e0 Idaho Falls affiche un sc\u00e9nario que l\u2019on retrouve constamment lors de projets nucl\u00e9aires : un doublement des co\u00fbts pr\u00e9vus, soit, en l\u2019occurrence, de trois \u00e0 six milliards de dollars, et un retard dans la date d\u2019ach\u00e8vement qui, dans ce cas, est pass\u00e9e de 2026 \u00e0 2030. Les organismes r\u00e9glementaires ont aussi cern\u00e9 des probl\u00e8mes au niveau de la r\u00e9glementation.<\/p>\n<p>Le d\u00e9veloppement continu de cette technologie exp\u00e9rimentale n\u00e9cessiterait des millions de dollars suppl\u00e9mentaires sous forme d\u2019aide financi\u00e8re et de subventions gouvernementales. En d\u2019autres termes, il est peu probable que les nouveaux r\u00e9acteurs nucl\u00e9aires puissent \u00eatre concurrentiels par rapport \u00e0 des technologies plus rentables comme les \u00e9nergies solaire et \u00e9olienne et les sources d&rsquo;\u00e9nergie garantie comme les barrages hydro?\u00e9lectriques de la r\u00e9gion de l\u2019Atlantique.<\/p>\n<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t\t\t<div class=\"elementor-toggle-item\">\n\t\t\t\t\t<div id=\"elementor-tab-title-1032\" class=\"elementor-tab-title\" data-tab=\"2\" role=\"button\" aria-controls=\"elementor-tab-content-1032\" aria-expanded=\"false\">\n\t\t\t\t\t\t\t\t\t\t\t\t<span class=\"elementor-toggle-icon elementor-toggle-icon-left\" aria-hidden=\"true\">\n\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t<span class=\"elementor-toggle-icon-closed\"><i class=\"fas fa-caret-right\"><\/i><\/span>\n\t\t\t\t\t\t\t\t<span class=\"elementor-toggle-icon-opened\"><i class=\"elementor-toggle-icon-opened fas fa-caret-up\"><\/i><\/span>\n\t\t\t\t\t\t\t\t\t\t\t\t\t<\/span>\n\t\t\t\t\t\t\t\t\t\t\t\t<a class=\"elementor-toggle-title\" tabindex=\"0\">2)\tEst-ce que les PRM pourraient aider le Nouveau-Brunswick \u00e0 \u00e9liminer le charbon d\u2019ici \u00e0 2030?<\/a>\n\t\t\t\t\t<\/div>\n\n\t\t\t\t\t<div id=\"elementor-tab-content-1032\" class=\"elementor-tab-content elementor-clearfix\" data-tab=\"2\" role=\"region\" aria-labelledby=\"elementor-tab-title-1032\"><p>Il est peu probable que les PRM acc\u00e9l\u00e8rent l\u2019\u00e9limination du charbon au Nouveau-Brunswick et, suivant les risques technologiques qu\u2019ils posent, ils pourraient, en fait, retarder encore plus l\u2019atteinte de cet objectif.<\/p>\n<p>Selon la <a href=\"https:\/\/smrroadmap.ca\/wp-content\/uploads\/2018\/11\/SMRroadmap_EN_nov6_Web-1.pdf\">Feuille de route<\/a> des petits r\u00e9acteurs nucl\u00e9aires de Ressources naturelles Canada, si le Nouveau-Brunswick va de l\u2019avant avec les PRM, il se pourrait que nous devions attendre jusqu\u2019en 2030, au moins, avant de pouvoir tirer de l\u2019\u00e9lectricit\u00e9 utilisable de ces projets exp\u00e9rimentaux. Pour lutter contre le changement climatique et atteindre l\u2019objectif plan\u00e9taire de faire passer le r\u00e9chauffement au-dessous de la barre des 1,5\u00b0C, le Nouveau-Brunswick doit agir rapidement pour \u00e9liminer le charbon de la production d\u2019\u00e9lectricit\u00e9 d\u2019ici \u00e0 2030, au plus tard.<\/p>\n<p>L\u2019un des promoteurs n\u00e9o-brunswickois de ce projet exp\u00e9rimental, <a href=\"https:\/\/www.arcnuclear.com\/arcnews\/affirmation-ultimate-build-announced-by-government-of-new-brunswick-at-arc-canada-office-in-saint-john\">ARC Canada<\/a>, tente de rendre un r\u00e9acteur de 100\u00a0MW fonctionnel d\u2019ici \u00e0 <a href=\"https:\/\/atlantic.ctvnews.ca\/n-b-makes-step-forward-on-second-nuclear-reactor-at-point-lepreau-1.4722810\">la fin de 2028<\/a>, soit moins de deux ans avant la date butoir \u00e0 laquelle le Nouveau-Brunswick doit avoir <a href=\"https:\/\/www.cbc.ca\/news\/canada\/new-brunswick\/future-belledune-power-plant-1.4789524\">\u00e9limin\u00e9 l\u2019\u00e9lectricit\u00e9 au charbon<\/a>. Cependant, vu la nature exp\u00e9rimentale du projet, et les retards d\u00e9j\u00e0 constat\u00e9s en Russie, au <a href=\"https:\/\/www.greentechmedia.com\/articles\/read\/rolls-royce-awaits-government-cash-to-start-smr-project#:~:text=Full%20development%20of%20the%20SMR,1.5%20billion%2C%20Orr%20told%20GTM\">R.-U.<\/a>, en <a href=\"https:\/\/energycentral.com\/c\/ec\/argentina-plans-revive-carem-25-smr\">Argentine<\/a> et juste au Sud de la fronti\u00e8re, dans l\u2019<a href=\"https:\/\/www.greentechmedia.com\/articles\/read\/nuscale-faces-questions-over-nuclear-reactor-safety-path-to-financing-first-project?utm_source=feedburner&amp;utm_medium=feed&amp;utm_campaign=Feed:+greentechmedia\/news+(Greentech+Media:+News)\">Idaho<\/a>, le Nouveau-Brunswick prend un risque substantiel en partant du principe qu\u2019il respectera les d\u00e9lais fix\u00e9s. Or, nous ne pouvons pas nous permettre de retarder la transition vers une \u00e9nergie abordable, fiable et durable, et nous ne pouvons pas nous permettre de courir les risques associ\u00e9s \u00e0 des retards plus importants avec des technologies non \u00e9prouv\u00e9es.<\/p>\n<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t\t\t<div class=\"elementor-toggle-item\">\n\t\t\t\t\t<div id=\"elementor-tab-title-1033\" class=\"elementor-tab-title\" data-tab=\"3\" role=\"button\" aria-controls=\"elementor-tab-content-1033\" aria-expanded=\"false\">\n\t\t\t\t\t\t\t\t\t\t\t\t<span class=\"elementor-toggle-icon elementor-toggle-icon-left\" aria-hidden=\"true\">\n\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t<span class=\"elementor-toggle-icon-closed\"><i class=\"fas fa-caret-right\"><\/i><\/span>\n\t\t\t\t\t\t\t\t<span class=\"elementor-toggle-icon-opened\"><i class=\"elementor-toggle-icon-opened fas fa-caret-up\"><\/i><\/span>\n\t\t\t\t\t\t\t\t\t\t\t\t\t<\/span>\n\t\t\t\t\t\t\t\t\t\t\t\t<a class=\"elementor-toggle-title\" tabindex=\"0\">Est-ce que les PRM et l\u2019\u00e9nergie nucl\u00e9aire sont moins chers que les \u00e9nergies renouvelables?<\/a>\n\t\t\t\t\t<\/div>\n\n\t\t\t\t\t<div id=\"elementor-tab-content-1033\" class=\"elementor-tab-content elementor-clearfix\" data-tab=\"3\" role=\"region\" aria-labelledby=\"elementor-tab-title-1033\"><p>Les technologies comme les \u00e9nergies \u00e9olienne et solaire et l\u2019efficacit\u00e9 \u00e9nerg\u00e9tique sont toutes des technologies \u00e9prouv\u00e9es au c\u0153ur de centaines de projets men\u00e9s \u00e0 toutes les \u00e9chelles, pour toutes sortes d\u2019applications et dans toutes les r\u00e9gions du Canada.<\/p>\n<p>Depuis 2009, le <a href=\"https:\/\/renewablesassociation.ca\/by-the-numbers\/\">co\u00fbt de l\u2019\u00e9nergie \u00e9olienne<\/a> a baiss\u00e9 de plus de 70\u00a0% au Canada et le co\u00fbt de l\u2019\u00e9nergie solaire et du stockage en batterie a diminu\u00e9 d\u2019environ 90\u00a0% durant la m\u00eame p\u00e9riode. En fait, les \u00e9nergies solaire et \u00e9olienne sont <a href=\"https:\/\/www.lazard.com\/perspective\/levelized-cost-of-energy-and-levelized-cost-of-storage-2%20020\/\">les formes d\u2019\u00e9lectricit\u00e9 les plus abordables de la Terre<\/a>. Cinq fois moins ch\u00e8res que le charbon, cinq fois moins ch\u00e8res que l\u2019\u00e9nergie nucl\u00e9aire traditionnelle et trois fois moins ch\u00e8res que le gaz naturel. En revanche le co\u00fbt de construction des grands r\u00e9acteurs nucl\u00e9aires a <a href=\"https:\/\/www.lazard.com\/perspective\/levelized-cost-of-energy-and-levelized-cost-of-storage-2%20020\/\"><em>augment\u00e9<\/em><\/a><a href=\"https:\/\/www.lazard.com\/perspective\/levelized-cost-of-energy-and-levelized-cost-of-storage-2%20020\/\"> d\u2019environ 40 %<\/a> depuis 2013 seulement, et le co\u00fbt inf\u00e9rieur sugg\u00e9r\u00e9 des PRM n\u2019a, pour l\u2019instant, aucun fondement \u00e9tabli.<\/p>\n<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t\t\t<div class=\"elementor-toggle-item\">\n\t\t\t\t\t<div id=\"elementor-tab-title-1034\" class=\"elementor-tab-title\" data-tab=\"4\" role=\"button\" aria-controls=\"elementor-tab-content-1034\" aria-expanded=\"false\">\n\t\t\t\t\t\t\t\t\t\t\t\t<span class=\"elementor-toggle-icon elementor-toggle-icon-left\" aria-hidden=\"true\">\n\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t<span class=\"elementor-toggle-icon-closed\"><i class=\"fas fa-caret-right\"><\/i><\/span>\n\t\t\t\t\t\t\t\t<span class=\"elementor-toggle-icon-opened\"><i class=\"elementor-toggle-icon-opened fas fa-caret-up\"><\/i><\/span>\n\t\t\t\t\t\t\t\t\t\t\t\t\t<\/span>\n\t\t\t\t\t\t\t\t\t\t\t\t<a class=\"elementor-toggle-title\" tabindex=\"0\">Est-ce que les PRM ont un co\u00fbt en capital faible?<\/a>\n\t\t\t\t\t<\/div>\n\n\t\t\t\t\t<div id=\"elementor-tab-content-1034\" class=\"elementor-tab-content elementor-clearfix\" data-tab=\"4\" role=\"region\" aria-labelledby=\"elementor-tab-title-1034\"><p>Un th\u00e8me revient r\u00e9guli\u00e8rement avec les PRM exp\u00e9rimentaux, et avec l\u2019\u00e9nergie nucl\u00e9aire en g\u00e9n\u00e9ral\u00a0: les d\u00e9passements de co\u00fbt. Le co\u00fbt du petit r\u00e9acteur modulaire flottant russe a plus que quintupl\u00e9 par rapport \u00e0 son co\u00fbt initial estim\u00e9 : il est pass\u00e9 de <a href=\"https:\/\/bellona.org\/news\/nuclear-issues\/2015-05-new-documents-show-cost-russian-nuclear-power-plant-skyrockets\">140 millions de dollars \u00e0 plus de 740\u00a0millions de dollars<\/a>. Les PRM chinois, actuellement en construction, ont d\u00e9j\u00e0 vu leur <a href=\"http:\/\/www.nextbigfuture.com\/2016\/12\/chinas-plans-to-begin-converting-coal.html\">co\u00fbt doubler<\/a>. De plus, en seulement deux ans, le projet de PRM de NuScale, dans l\u2019Idaho, a aussi vu son co\u00fbt pr\u00e9vu doubler, de <a href=\"https:\/\/www.greentechmedia.com\/articles\/read\/nuscale-faces-questions-over-nuclear-reactor-safety-path-to-financing-first-project?utm_source=feedburner&amp;utm_medium=feed&amp;utm_campaign=Feed:+greentechmedia\/news+(Greentech+Media:+News)\">3 milliards de dollars \u00e0 6,1 milliards de dollars<\/a>. L\u2019all\u00e9gation selon laquelle les PRM sont moins chers n\u2019est qu\u2019une sp\u00e9culation et ne repose sur aucun fait \u00e9tabli. Or, les pires sc\u00e9narios d\u2019\u00e9chec des projets fond\u00e9s sur les \u00e9nergies solaire et \u00e9olienne ou le stockage d&rsquo;\u00e9nergie sont, par comparaison, n\u00e9gligeables. On pourrait m\u00eame dire qu\u2019un \u00ab\u00a0d\u00e9versement d\u2019\u00e9nergie solaire \u00bb est simplement belle journ\u00e9e.<\/p>\n<p>Bien qu\u2019on tente de promouvoir les PRM en les faisant passer pour une solution de rechange aux grandes centrales nucl\u00e9aires, ils produisent tout de m\u00eame de grandes quantit\u00e9s de <a href=\"https:\/\/www.nrc.gov\/reading-rm\/doc-collections\/fact-sheets\/radwaste.html\">d\u00e9chets radioactifs<\/a>. Des d\u00e9chets pour lesquels nous devrons continuer de payer et d\u2019assurer un entreposage s\u00e9curitaire dans bien plus d\u2019endroits qu\u2019aujourd\u2019hui, et ce, durant des milliers d\u2019ann\u00e9es.
